You will recall that we wrote to you on the 18th April enquiring as to procedures adopted by North Devon District Council as reqards the unauthorised dumping of controlled waste, this being a preliminary prior to the lodging of a formal complaint.
No doubt you will correct us if we are wrong but what the Environmental Warden seems to be saying is (a) that the Council did not enquire of the Residents Group whether it had factual evidence before concluding that the perpetrator could not be identified...
