In the minds of Windsor Road residents, it was a travesty that the Planning Obligation was not properly enforced and it came as no particular surprise that the Committee's resolution on 19th October 2005 to take enforcement action was never implemented. The net result of this is that the land now functions, no so much as a wildlife link, as originally envisaged, but as a formally designed Park for the residential enjoyment of Scotts Moor.
... it obscures the fact that many of the proposed changes are about minor improvements to parts of the site that are already in breach.
