re: North Devon District Council and the Democratic Process
I was nothing short of astonished when I read your letter of 15th April 2009. The letter to MP for North Devon followed a private meeting of the Residents Group at which various matters were raised concerning what are seen collectively as impropriety in the administration of local government affairs.
...and it was evident that he had some sympathy with the Group's concerns that the democratic process in North Devon is being eroded through the actions of an influential and very powerful controlling Group.
However, this does not expose the full picture. By seeking an amendment to the S106agreement the Covenantor is hoping to incorporate by agreement a number of operations and uses that are yet unauthorised developments.
... and where the resultant effect is to dilute or totally exclude public involvement in the statutory planning process, I believe Central Government has a duty to intervene.
I cannot quite understand what you are alluding to in the final paragraph of your letter. The MP for North Devon has not been asked to intervene in the outcome of the Scotts Moor saga, he is merely giving his support to any decision that may be made for the matter to be determined by Central Government rather than by the District Council.
