We call upon you to prevent the use of "delegated powers"by the Planning Manager in the determination of any application to modify the legal obligation of the S106 Agreement dated 25th July 2001 imposed at Scotts Moor, Bradiford, Barnstaple.
We therefoe seek your personal intervention to investigate the whole Scotts Moor case from 1997 to the present date with a view to preparing a detailed and unbiased report for consideration by the full Council.
